What makes him special? He is only a freshmen, so he has time to develop. He was a natural leader and winner in high school, so that only help him. Look for him to be a developed player that will make progress over the course of the year.
Chances of being the starter- Unless he does something spectacular during practice or the other (older) quarterbacks get injured, look for Andrew to be learning the system this year and waiting until he’s got some experience under his belt to put him in the starting role.
